What CMS was this built for? It kind of looks like it is for WordPress.
Can’t we just use the Usernames and Passwords of members and Admin to manage the scores, instead of creating additional Logins?

Yes, it was originally built for WordPress, but it has since been stripped of all integration elements. Technically you could use the WordPress system for logging in, but it would take quite a lot of tweaking -- something on my long-term to-do list.
