Yes, but it will cost you per minute. See this slightly informational post. If the person you are calling also has a magicJack, then calls to them would be free (except of course that they have to buy a magicJack).

Here’s what my sis did. She had an MJ she used in Calif. Took it home to Manila, plugged it into a laptop running on amazing wireless internet and after a few minutes, started calling Calif. for free. I also used it to call my Canadian home. Worked great. Now, the RP folks have no excuse for not calling us in N. Am. Conveniently, I have a Primus home phone plan with free calls in US/Canada so calling Manila's MJ will also be free.
